Is there any online/offline software (either PHP/CGI or an exe program) which I can use to manage my user's accounts? What I wish to do is to have something (like a database) where I can store all the account info of my customers, manage them, know when to bill or send them e-mail, etc.

I'm sure if you dropped an ad into the ad forum, and asked for quotes from programmers, you'd have offers of folks willing to build it for you. There are some very talented folks who don't cost the earth around these parts.

ModernBill looks very cool, I installed the demo the other day. We currently use PerlBill. Previously used the free PerlDesk, but upgraded ($149) to PerlBill which ads billing, and cpanel integration to our support desk.
