I am trying to find a payment processor that is available as a plugin to ClientExec. I need it to not have any setup/monthly fees and also charge the lowest transaction rates.

I would recommend taking a look at PayPal and or Google Checkout.

You can try Moneybookers & 2checkout as well but I feel moneybookers is more secure than any other payment processor.
