You technically *can* have any domain you want "registered" on your DNS server, but only those using your DNS server will be able to see those sites. For example: I run an internal DNS at home to make managing file shares easier. Any member of the family opens a browser and goes to www.theirname.lastname (www.john.doe) and it takes them to their file share. This is ONLY available internally/those who use my DNS servers. No offense, but you need to expand your view of this (wikipedia is a great place to start!). TLD's aren't something simple Joe Schmo can set up in his spare time, it's an integral part of the Internet (much the same way TCP/IP is). Look at it this way, you can't take the IP address that Microsoft or Google, it's assigned to them by a governing body and it's maintained by several factors. A TLD is just like an IP address, there are governing bodies that control the TLD's, there's politics, drama, etc involved. They get their $7 + ICANN fee from somewhere. Domains are not something you can just start handing out willy nilly. If you want to become a reseller, check out http://opensrs.com/ and http://regfly.com/ These are only two, there are TONS of domain registrars out there that allow you to resell domains. What you are thinking of cannot be done, at least not on the scale you want. You can easily setup your own .vicz TLD and anyone who uses your DNS servers will be able to browse to domains that have the .vicz TLD, but no one else. What if you ran a hat company, and I came and asked you to give me 50 hats for free, would you? No, because you spent time and money making those hats, it's not free to you therefore it can't be free to me. Forums that give free domains for X posts usually have ads all over the forum, they get more than enough ad revenue to cover the fee's for a domain when you reach X posts.
