Does it refer to any external css files? Are those files the same for both static and wordpress versions? Are they loaded ok?

Maybe this site will help you
How to convert any web template into a WordPress theme (http://max.limpag.com/2006/09/01/how-to-convert-any-web-template-into-a-wordpress-theme/)
Keep in mind the tutorial is a little outdated, since WP is up to 2.7 right now, but it's still a good resource on how to do it.

Is there any particular image/area of your theme that is not showing properly?
If you post your site's url we could take a look at it.

It's the wrong thing that you are copying and pasting the files viz, header, footer, centerpage, sidebar, etc .... As wordpress is CMS based software you can't just copy paste you will have to work manually according to CSS and the images sliced for which we work for regular html. And also check its width In the PSD file.
Can you please provide your wbsite url so that we can solve this issue.
