It's a pity that HostCharge is not accepting new clients at the moment.

I'm looking for a similar service like Hostcharge with low rate and allow you to process manual charge to the customer card. Is there any?

I've checked out Paysystems MERCHANT IMA but its sign-up and monthly fee are too high, especially for international clients.

Is there any merchant account for non-US client out there with reasonable rate and setup fee? I'd only need some kind of a virtual terminal or web-based interface to process the transaction.

I know Hostcharge provides this, and I don't know of any similar service. 2checkout doesn't allow to process the transaction manually.
