Does anyone know if there is a setup fee of any kind to get SSL certificate?

They provide Secured Sockets Layer Certificates for your existing web sites.
Additionally, Thawte does provide personal certificates for encrypting email.

The email certs are free, and the Server Certs run 125.00 USD for the intial cert, and 100.00 USD for the renewal cert (Certs are good for 1 year)

One thing to keep in mind. Many consumers are only familiar with the names Verisign and Thawte when it comes to Certs. If they see your site is made secure by a site that they are not familiar with it might make them unsure about ordering with you.
