Well in php you just call the target site with say, curl, and let people browse inside a window (an iframe in the site Shannara linked) by replacing links via regexps. You just need to make sure you catch all types of links and redirect image files, too.

You could get a similar effect by just sticking an existing script inside an iframe, really. May help to modify it slightly to have the title take, etc.
