Because the Chinese government sometimes blocks shared IP, so they want to use an Dedicated IP, so they can guarantee the normal operation of the web,thanks

That reason would not satisfy ARIN. The Chinese government blocks shared IP addresses that also host content they wish to censor.

We can assign you your own reseller IP address which would only be shared among your clients.

Who can tell me how can request IPS for client account from JPC, or give me a request IPS justification! But I used hostgator reseller request IPs for client account don't ask me justification, Why happen this from JPC, How can i do?

This will always vary from host to host. If I'm not wrong, ARIN should be able to provide up to 16 IPs without justification.

With IP's becoming less and less in supply, it's vital for hosts to be responsible in their allocation of IP addresses. Unless you have a functional business need for a dedicated IP (i.e. your site will not function at all without it), then you don't need an IP.. Needing an SSL would be good justification since they won't function without it.

From what I understand, this is a myth. There is absolutely no correlation whatsoever between dedicated IP's and SEO. Google and other search engines have mentioned this many times. See this thread: http://www.webhostingtalk.com/showthread.php?t=852143

The only reason you would need a dedicated IP for SEO is if you were trying to artificially manipulate search results, which may get your sites penalized at some point in the future. Not a good idea.

If you want your site to rank well in search engines, just make it a quality, informative site that other sites would legitimately want to link to.

As for China, it blocks lots of sites at some point for any number of reasons, dedicated IP or not. If you want to make sure your site is always on line in China, it will need to be hosted IN China, and not violate any of their rules.

usually the hosts need arin justification if you are requesting IPs from different classes, but I've never had to deal with this when you don't care what class it comes from.
