How do I get Linux to automatically switch the time in accordance with daylight savings? Does it have to do with where /etc/localtime is linked?
I want it to match the time in Washington D.C. (Eastern).

I use ntpd sync'd to tick.usno.navy.mil. Ntpd will slowly change the time faster or slower depending on the time change.

Do you mean it's bad, from a server's point of view, for the time to suddenly jump by one hour?

Well if you have something like HotSanic that updates the graph once every 5 minutes, or so, yes, its bad. Anything else that is run on a frequent basis that uses time will not like you much if the clock changes suddenly.
DST sucks anyhow.
