i got a idsl connection 64kbps, using zyxel prestige 100 L idsl router.
1:- is there any way i can become the dial up isp , what all equipments are required ?
2:- if i want to become the web host as well , can i have any control to divide the bandwidth for my isp (24kbps) and webhosting business (40 kbps ).

Can it be done? yes. Do you want to? probably not. 64k isn't going to support more than a couple of users at most. Then you're talking about using it for webhosting too? Ouch. What equipment? phone line(s), modem, RAS, some type of authentication (radius is overkill for this), I assume you don't have multiple IPs to give out so a NAT capable router, if you do have ip's then you need something that can give them out (DHCP server)... Let's see what else am I forgetting...

Let me say it again - OUCH! But yes it can be done... find a router than can do Quality Of Service (QOS). And drop that dialup user to 1 at a time at most.
Also remember the best connection they're going to get is 33.6. Anything past that and you'll need digital lines coming in for the user and specialized hardware.
Even basic hardware to start this up with only being able to support a few users, will take years to recover the costs.
And you better check the contract for the iDSL - are you allowed to resell service? Better check before doing it.
From the questions you're asking it sounds like you're going to have some education to do first. Some of these subject can be pretty involved. Good Luck.
