I`m looking for a basic and very easy to use/manage CMS. I have seen all the big named CMS systems, but they are way too bloated and complicated for what I need.
We just need something basic and easy to use, it`s for a submit and review website. Visitors can sign/register and submit a review, which after admin approval the review is displayed on the website.

Opensource CMS (http://www.opensourcecms.com/) will let you try may different solutions. You can find one there hopefully. If not, your reply while concise leaves a lot uncovered. The more indepth you go the more help you'll get.

Most open source cms's are built for multiple uses which is why you are finding them bloated.
I find drupal a great solution as you can enable and disable modules (features) you don't need which leaves you with a bare bones clean cms.
Another solution i would consider is wordpress but could be a little hacky.
Remember to consider support when choosing you cms. wordpress and drupal have very big followings and plenty who will help you. going with a more specific cms is likely to have a small community which means slow replies to support questions, poor updates of software and often buggy code.

If you want lightweight, then take a look at Wordpress. Its about as lightweight as your going to get.
Wordpress has a very active community, its secure, its updated on a regular basis and is very flexible.

Lightweight CMS's are WebsiteBaker, CMS Made Simple (although that grew to be a quite mature CMS nowadays) and more to be found at the "lite" category of OpenSourceCMS: http://php.opensourcecms.com/scripts/show.php?catid=9&cat=Lite

I'm pretty much disagree with that. Joomla's core install weighs in over 5.8MB and Drupal is not even 1MB. Furthermore Joomla is packed with truckloads of junk and has a very, very nasty and outdated templating system. It's also known for lack of security checks on community created addons, something that Drupal does on all modules.
