First of all, do you know how much you want to spend on this project? Do you know how to make the money back? Do you know your competition, can you provide a service which someone else can't?

In other words, do you have a business plan?

Do you know anyone else who's started a web hosting company or ISP (or any company for that matter)? It's best to consult with someone who has experience in the field as they may have some insight that only comes with experience. Study these forums and others out there for some great advice (SitePointForums.com is really nice.)
