webmin is pretty cheap (free), and pretty good for the money!

Plesk if Free, for the most part if you colo or go dedicated with a provider that offers it for free.

there is another one which is free.. its called web.cp and was written by a person who visits this board frequently.. check the advertising section for it... i forgot the link for it :(
