Assuming you are a start up web host, where would be the best place to go to register a clients Domain Name?
Also assuming that you have charged the client for registering thier domain name, would I initially pay for the domain at the regisrar and then enter the client as the billing contact?

I think a lot of hosts use the OpenSRS system through tucows.com. We like Dotster.com a lot, so we signed up for their affiliate program and register names through them (although I think tucows.com is a better deal moneywise).
As far as information on the registration, I suppose you can do anything you wish. We list the client as the domain name owner and all contacts except for technical; we list ourselves at the technical contact only.
What about as far as getting someones domain transferred to your server, what if it was registered by some other web host and the only people who can make changes to the nameservers are the original webhost?
OLMs Name Registrars, http://b2bnameregistration.com/, has a nice gui. You can give your customers their own account where they can manage their domains themselves. You can even set up sub-reseller accounts. Domain parking and forwarding is included as well. $12/year for the first 5 domains each month, then $10.
