This doesn't sound good.
WASHINGTON (AP) -- Nine of the 13 computer servers that manage global Internet traffic were crippled by a powerful electronic attack this week, officials said.

Most people didn't, the only reason the papers knew about it is that people who monitor connectivity to the roots mentioned it on some mailing lists, etc. The attack was amatuerish and not very effective.

They were DNS root servers. If I'm correct, the only thing it would have affected is new registrations. :)

The root servers are those that contain the pointers to the top level domain servers. I.e. if you want to find a .com, you ask your nameserver, and your nameserver may ask the root server, "Who is the master nameserver for .com's?" Fortunately, nameservers tend to cache this information for quite some time (I believe the TTL is four days), so it is only rarely that your nameserver has to go to the root servers to get this information.
