4webspace offers a RaQ 3 with 100G of transfer with no setup fee. That's probably as close as you'll get.

What ya mean only? ... How much bandwidth do you want for $99? ..

If you plan on having the raq for awhile the setup fee won't seem that important. It would be $10-11 more a month if averaged out over 2 years.
I think I heard on their chat that technically you could become an affiliate and refer yourself... saving $50. Obviously they don't encourage it.

You could get a shared server plan that offers unlimmited bandwidth! Ive seen them for around $10a month. ;)
