I need to install MySQL on a RaQ 4. I've seen posts about the pkg files or the tar files. Is one way better than the other?
Are there some tutorials on how to do it??

It does not have the lastest version however, so if you want the latest, this isn't better. It is easier.
I've seen posts recently with links to tutorials...

I installed the latest version from mysql.com. Just download the RPM file and "rpm -U" and it was installed. Pretty much as easy as installing a package but without the web based interface.
Oh, this is on a RaQ 3 not a 4. The instructions at: http://list.cobalt.com/pipermail/cobalt-developers/2000-October/002623.html
will guide you through installing the RPM and perl support if you're interested in that.
