What company provides a good reseller program, uptime, and support, that would allow me to keep prices very competitive?

Take a look at Ventures Online, http://www.venturesonline.com. They have a very nice reseller plan and have terrific support as well.

It depends on what your looking for also, if you prefer VDI go with Ventures Online as Michael said. I'm currently reselling for them and love them. However, you should look at more then just one NOC. Another option is http://www.Site5.com (they I believe are now through http://www.nac.net?). The other alternative is Alabanza, which you can actually check out Michael's company: http://www.weinbar.com.

-as many of the hosts here have listed whether they offer reseller plans. If you see a host with more than 1 post, that means they participate in the discussions here and you can get to meet them and possibly get an idea of the service before you sign up.

There's also a site called, http://www.recellar.com that is specifically geared towards resellers which you might find helpful.

I've been asking myself the same question, but I have decided on Hosting Matters out of sheer good commentary on their service. They also offer a very nice pricing structure. I've read the back and forth on this board between Daniel and others, and quite frankly, he just seems a little immature for my taste. Your opinions may vary, but that's an aspect that is very important to me.
