I want to create an on-line database to track records for our Cub Scouts.

I would love to have something that creates the database on-line via a browser.

This would not be very large. I do have MySQL available.

Does something like this exist?

You mean to actually create a database?
Try out phpMyAdmin - it's a free script that allows you to manage a database over the web.
