we need to build a whois server with free public query-based access to up-to-date data concerning the .com .net .org .biz .info domains, someone can tell me if there is something available online that we can buy?

Are you looking for something for customers to be able to search before they buy, or are you looking for something like domaintools.com?
Domain availability search is built into just about any billing/cart software. We use WHMCS, and it has a few different lookup scripts available.

http://www.whoisscript.net/ and http://www.mattsscripts.co.uk/mwhois.htm are both nice scripts I've worked with.

I've used a script called 'Max's Whois', can check nearly 100 TLDs and it's free.

If you try search on Google when you can find a lot of softwares.
