GoDaddy charges for their API, so it is probably a waste of money for WHMCS to buy the API to program it into WHMCS

Do any other registrars charge for their API?

Most don't.
Out of the list target provided, I can't see any that do.

WHMCS isn't really interested in additional registrar modules, you have to program it yourself.
They make money when you get your reseller club sub-reseller account through them, that's what they want the most.

See the following link.

And rony, this is not true at all. They could care less which registrar you choose to use. They have support for a lot of registrars, and work directly with them to develop. Godaddy just isn't one of them.
