I noticed in some sections such as ads, people use IMPORTANT: to keep their message on top, what do you need to be able to do that?

There is a link at the bottom of all pages to email for advertising information. They should maybe figure out a way to label them something other than Important. But, they are ads. And I suppose ads are important.
