I was wondering what hosts do to monitor website/ftp transfers and deal with overcharging or locking down the sites.

Is this all done manually?

Are there any tools to take care of manually monitoring transfer for accounts and give warning to users to purchase more transfer and/or lock down the site ?

Theres one way many hosts do it. :)

Theres alot more control panels, and various software that they use also.

mod_throttle is an excellent way to monitor bandwidth usage in my opinion. http://www.snert.com/Software/mod_throttle/
