Hi can u help me find a domain registrar that lets you:

1. Pay as little a possible :-)
2. Allows you to setup your own nameservers.
3. Has a control panel.

Please help me... :-)

Thank you in advance.

if you find any registrar that doesn't offer #2/#3 then you should stay away from them....

From my personal experience, one of the best registars I ever used was DirectNic.com.

Their domains cost $15/yr and their control panel is unbelievable, especially since they update it pretty often.

Best regards,
Boris

You could try Godaddy.com too. I just migrated to them. It satisfies all your conditions.

Godaddy.com. I been with them for over 2 years and registered all of my clients domains using them, and so far they are great.
