I have one company to recommend here highly its www.maxfrag.net they give the license ( actually unlike licensepal its unlimited clients) for $6 a month and also install it for $4 with hosting it comes only nearly $10 a month for ClientExec license, i am seeing this as good alternative for the Licensepal.
Also the guy Deol who runs this company knows what he does, always goes to that extra mile to help the clients, try him

Those licenses are only for their hosting clients. They aren't allowed to sell the licenses externally, which I am assuming is what OP is wanting.

Yes but obviously you can have a hosted ClientExec license, i am seeing that its working fine without any issues even faster than if its installed in my server and also the hosting package he gives free of cost, why waste on costly license?

To confirm this i wrote to the ClientExec companies support querying this issue, they clearly told that the license is issued only for the domain and not as internal or external.
The copy of the mail received with actual ticket number is given.

Support Ticket #40578 has been updated
Description:
Yes you can sell license to your customers . It doesn't depend on
server. Actually the license is issuing for domains. If you have a 5
bulk reseller package with us , you can issue licenses for 5 domains .
You can signup for ClientExec Reseller Program from
http://www.newedge.com/members/signup.php .
Please read the TOS which is shown while signing up.

Thanks because even i have some license from them if its not valid and not legal i will be in trouble so to confirm this i wrote to them, its clearly written and confirmed by them, the license is related to the domain not with any company or server

Yes, and they are 'internal' licenses. They can only be sold to their clients as an add-on, for example reseller clients. The term internal just suggests that it is within the company and their servers. We sell external licenses, meaning our customers do not have to initially be with us and the intended use is on their own server.
I hope you understand the difference. We pay quite a premium for the external licenses.
