We use Domaindiscount24 (dd24.net), they currently charge
7.14 EUR/year for .de. Also Joker.com is another good registrar for $10/year.

That's one of the advantages of using dd24.net - for 2.5 EUR
they sell "trustee service" for .de and .nl domains.
In other words, they appoint someone local to be the admin
contact.
