Hello there,
does anybody know if the IPs from APNIC (asia pacific NIC) are 'fixed' to countries.
I mean e.g. the IP 61.18.177.199 belongs to somebody in the country HK now.

Can this change or will 61.18.177.199 always be assigned to HK ?
I have to dump the APNIC database (IP->country) to enable a security lock-out routine, and it would be a pain in the ass if my script works for a while, then APNIC changes IP's/assignments and the wrong people are locked out of our websites.
