Does anybody know of a good utility that a client on a Windows server can install on their shared hosting account to backup their website?

A good hosting provider should back it up for you.

Otherwise they will have to install backupsoftware, as a hosted user you can't install anything.

If they have a tape drive/backup hard drive for archives that can be set to back things up.

Otherwise FTP to a folder and burn to CD or keep on file on your hard drive.

Better take backup yourself using FTP, than depending upon service provider.
