Hey, I am going to create a Hosting company, thinkin of buyin a reseller account to start out with. What all do I need? I need to know every little detail that Hosting companies need. Like right now Im working on the layout for the site. What else is required?

A good, solid business plan!
I can not stress that enough. If you don't have one, then don't start. If you don't plan on making one, but still want to start, I'll probably be reading threads started by your customers entitled "Need a new host"

In simple terms....
show's where you are getting your initial investment (money) from, what you plan to do with it and what you plan to do with your business (goals).
it should also outline what should happen should something go terribly wrong(or too right) with the business.
that's just the basics of it - someone had a very good outline some months back, do a search and you should be able to find it...

Too many people have been screwed by new startups it's time to get some policies in place to prevent 15 year old kids becomming resellers thinking to big and failing.

Where are you going to get your customers from? How are you going to advertise? What are you willing to spend for each customer? What is your gross profit per account goal. Support 24/7? Email? Help Desk? Phone?
Lots of questions you need to answer.

All good points so far, particularly the one about being different.
Get an offer to start people off with, Interland offer 3 months free at the moment on their shared plans. Money Back Guarantees are virtually standard. We've got a gimmick going ourselves, register a domain and get 6 months free hosting.
Maybe guaranteed 60 minute support response or something but if you are going to resell you'll need to add value to the services somehow.
Once you get people in, particularly SOHO users, they will stay provided the get a good service and they don't suffer prolonged downtime, no-body wants to rock the boat or change anything.
Also ask yourself how you are going to accept payment, how are you going to provide tech support?
