Not sure about a converter, but CPanel does include a utility to copy Plesk accounts on another server to a CPanel server. So you'd have to get another server, install CPanel on it, copy over the accounts, and cancel the old server.

A provider I use, not me personally, tried it just last week and couldn't get it to work. Files were moved by hand.

More than likely because of the database changes in Plesk recently. Is this conversion script from Cpanel built into the panel itself or is it a stand-alone product?
