well im worried wether or not I will have enough funds. are there any programs that would fund my buisness or any affilates that just take like 10% of what you make

Well, how big do you want to go with this? If you can, get a loan, as looking for investors without a incredible business plan and well written information, your not going to find anyone...

That or loans? Maybe you can borrow from family members or friends? I'd first make sure though that your business model makes sense and is sustainable or more funds isn't going to help.

You can try applying for a business CC. Capital One for example has a lot of business CCs that used to be fairly easy to qualify for. Don't know if they've gotten tighter with the downturn.

Credit cards aren't a good way to fund a startup business. Rates are really high compared to a straight loan, and it's far too easy to get into massive debt that way.

I was thinking about starting out as a reseller then a vps and upgrading from there. The only thing im worried about if i pay for whmcs and cpanel on a monthly bases that turns into an extreme amount of money over time

I started out with a free reseller program. Built up a clientel and some funds. Now have expanded to the whmcs and cpanel. Still have the free reseller part with the same company to help balance things out.
Getting a loan will be difficult if you are not established, Private investors are leary right now, Grants are on a hold basis and many have a time period for application.
Best thing to do is start small and build up.
Yes dream big, but start small.

You can get a reseller account with whmcs and cpanel for about $20 at innohosting.com. They're a great place to start and when you grow out of reseller hosting, you can migrate to a vps and many vps companies sell cpanel license cheap (KH is $5/mo) and WHMCS for cheap (KH is $5/mo).
If you can't afford the $20/mo to get started, then you may look at an affiliate program first to get you started.

Any monthly subscription can turn into an extreme amount of money over enough time. ;)
On a more serious note, if you think you'd have trouble paying for your software licenses and reseller/VPS account, then I don't think you're ready to go into business and should wait until you're in a position to support it properly.
Remember, don't just plan for your minimum month to month costs, but always have money for unplanned emergencies.

yes, I plan on a 20 dollar a month reseller which would be simple. at the start any downtimes would give a % of the monthly payment back. im not going to start to maake money but in the future to have quality hosting
