Hiya! I've been looking for a good reseller company for a month or so now and so far I seem pretty stuck with on particular company--that being Scala. They seem pretty awesome and their reviews are also pretty good as well. But, I'd like some feedback on those of you who have reseller accounts already with other companies and get our input.
To note, my background in hosting has been pretty much the usual: cheap, shared hosting with the usual "top ten hosts". I was with Bluehost for a while then migrated to Lunarpages. I noticed with Lunarpages I was hacked, TWICE. It was lovely. <3
Not really.
Anyway, I know that for my own websites I use PHPBB, MediaWiki, b2 Evolution (might have to migrate to WordPress!), Coppermine Photo Gallery, Wacintaki (Oekaki), Efiction, and... well, all those scripts I don't think are a problem. It's one of my OTHER scripts that seem to irk the Terms of Use.
A public chatroom.
The script is from Tufat.com, known as FlashChat. We don't get a flood of people coming into it, but anyone registered on the forum can access it. I am not exactly sure what it runs on--perhaps a combination of mySQL, PHP, and Flash? I don't know, but with Bluehost AND Lunarpages I never got any emails saying I had to take it down, nor did the ever remove it. I also have CoffeeCup LiveChat, which runs on XML and PHP.
I understand a chatroom, public or for simply "LiveChat" uses up resources on the server, but is it really considered IRC?
Under the Scala Terms & Conditions they have this listed:
Prohibited content and prohibited actions
Customers cannot host the following content on our servers:
* Anything related to IRC
I suppose this is something I need to discuss with them, but your suggestions and feedback would be appreciated.

Hello, your requirements on the whole seem pretty standard, though you may want to look at a VPS for that problematic chat room.
Uptime: Minimum of 99.97% (guarantee a perk)
It is very unlikely you will see this sort of uptime, on a consistent basis, in a single server setup like cpanel offers - and especially not in shared hosting. A GOOD provider will be able to deliver a consistent 99.9% uptime and offer a solid SLA backing that up.. if you want to approach 99.99% (ie 99.97% or higher), then you will need to look at clustered hosting and probably a setup with redundancy (ie failover at a minimum and more then likely load balancing)
For reliable cpanel hosting type of reseller hosting, maybe look at providers like rochen or beachcomber or digitallyjustified or downtownhost.. I am not sure a 99.97% uptime expectation will be reasonable, but, certainly the providers I listed will give you very consistent 99.9%

It seems that your chat room may cause load in the server. You either need a VPS or Dedicated server.
You don't need a cluster to achieve the 99.9% uptime. It is a matter of planning.... :-)

Excuse me for being a server n00b, but what exactly is a "load in the server"? I know computers, so if you have a computer-related comparison that would be good.
Yeah. I know computers and not servers. Lol.
As for the uptime--well, I have seen the guarantee with Scala. In the end I really am leaning toward them, but I am going to have to ask them if FlashChat or LiveChat services can be used, otherwise they'd be perfect.

Readywire also meets your technical requirements and your price range. Check them out! They also offer free end-user support. I've been with them for a few months now and am pretty happy overall!

I have bolded the bit's I think might be non standard, php4&5 ? Could you survive on just 5 as 4 has been well passed its eol now.
Have a good look and I think as long as you have a chat with the host before hand you should be ok.
By 12 month contract do you mean locked in for 12 months or pay a year upfront ?
Most hosts do month to month contracts as far as I'm aware.
The dns is something that some do rather than all, presuming you mean private nameservers/rDNS entrys.

Probably not, but it certainly makes it easier.. Eitherway, the original requirement was 99.97% and I highly doubt you can achieve that in a shared environment over time, without some sort of cluster...

Your best bet would be Ubiquity Hosting Solutions in my personal opinion. They have just about what you want 100% and then some, not to mention I can show you a place to get a ClientEXEC license for $5.00/monthly; I personally recommend WHMCS though, you can customize it so much more then ClientEXEC.
*I am in no way affiliated with Ubiquity, I just use them myself for reseller hosting.

Don't get yourself wrapped into a contract. Pay monthly and that way if you ever have a problem with the host, and the prove them self to be unworthy of your businesses, you can high tale it out of there.
Everything you said looks pretty standard, although is there a specific reason why you are looking for PHP4 as well as 5? Any PHP application that isn't written for PHP4 by now needs to be scrapped and redone.
Checkout the offers section, read through the forums to make sure there is no negative reviews of the hosting you want to chose, and then give them a shot.
Also, isn't a private DNS standard with reseller hosting providers? ^^ - FHH - Tim

Innohosting has most, if not all of that stuff. I would check them out. I'm not sure if you can run that chat program of yours on it though.

Surprisingly it is not, I have seen a lot of hosts who are resellers of resellers of resellers that do not allow Private DNS. The chain of "reselling" extends down the network chain for miles, therefor it's so limited anymore its hard to find a good host.

EW, a reseller of a reseller of a resellers resellers? That's gross, keep me out. On topic, there are many great hosts here on webhostingtalk, and I'm sure with the right amount of searching, you will be able to find one.

Your budget it's too low for your needs, also, chat scripts are banned in many host due the excesive resources usage caused by this.

Double your budget to $50 and consider a fully managed VPS.
