Hello,
I want to start a small hosting business up nothing super major id like to have paid and free hosting, the catch is id like to host proxy sites... and i have a script that uses a fair amount of resources. I am look for it to be fairly cheap nothing over 50.00 (small budget to work with) need to be able to pay with PayPal or AlertPay. I dont know what i need though a reseller, VPS, or Dedicated server...

With that budget I'd go for a managed VPS. You should be able to get a decent one for that. If you're comfortable managing it yourself you'll probably get even more resources out of it.
Check to make sure the host allows proxy sites first though, as many don't (even if they don't list it as not allowed in their TOS).

WiredTree and KnownHost are (at least from WHT feedback) the 2 best VPS hosts. I had a VPS with WiredTree for roughly 6 months and the service has been supreme. Not sure if they allow proxy services or not though.
Other VPS hosts worth checking out would be Liquid Web, ServInt and Tektonic.
If you search the VPS forum here you should find plenty of reviews for all of them. I recommend you contact all of them and ask if they allow proxy sites if it's not mentioned in their TOS.

Off the top of my head, I know Liquid Web does not allow proxy. You may want to search around the forums as suggested or check the offers section

I don't know if you need VPS or not but if so, and you need fully managed try Host For Web (http://hostforweb.com)
They are excellent at working with "newbies" who haven't had a virtual server to manage before. Prices are in-line with most and they have a great reputation for support. (I have needed support a couple of times when I have used a VPS from them to try out some things I didn't want to put on a production server and when thy went bad wrong they were geat about straightening things out when I had done a FUBAR on the thing)

Most resellers & VPS providers don't allow you to host proxy sites for obvious reasons. (resource intensive). Be sure to check their TOS before signing up.

There's no way any quality shared/reseller host will allow you to host proxies and chew up resources. Since you're just starting, I'd definitely recommend a VPS (since a dedicated server seems to be out of your budget).
I've heard great things about KnownHost's VPSes as well. Another company you may want to look at is Steadfast (http://www.steadfast.net). Unfortunately, there's only so much you can do with a VPS, although it's a good start until you get your feet wet and realize what it takes to operate a hosting business.

For $50/month you can get a dedicated server at Joe's Datacenter (http://www.joesdatacenter.com). They offer DirectAdmin for free with all their servers but I believe that cPanel is an extra $34/month or so. Their servers are unmanaged though so if you don't have any experience with servers then you should get a managed VPS instead.

Just as a note, KnownHost actually doesn't allow proxies on their VPS plans. Not sure about Steadfast though - definitely read their terms of service before signing up.

well thank you all for your suggestions and thank you for this forum! after a few hours of searching here there and everywhere i have finally found my choice in hosting but all the sites that were suggested here helped me a lot and i want to thank all of you!

Good to hear!
Just a word of caution: Proxies use lots of resources. If you are going to sell proxy hosting, don't put lots of them on the one VPS account -you'll start running into issues very early on.

go for a manaaged vps with cpanel and whmcs for billing i thing you will need to extend you bugget to get a good vps

How much bandwidth do your proxies consume ?
How many UV do you get daily ?
There are quite a few proxy hosting providers, who even offer shared proxy hosting. When you outgrow the shared hosting, you can go for a VPS & then a dedicated, many times with the same provider.
A google search for Proxy Hosting will get you a lot of such companies.
