What should one reasonably be expected to pay for 1U of colo space with 1Mbps multi homed bandwidth, free IP's, 99% uptime guarantee, and 24/7 support via internet?

hmmm, depends.. it's really hard to say..

How about data center location, backup power, bandwidth providers, IP addresses, managed remote service, HW failed parts service etc etc?
