Mr. Gorvett,
First off you'll want to start on either a VPS if you have background knowledge on the how2's for just about everything or a reseller account from hostgator for example. You'll also want a reliable, secure form of (Forgot the word for some odd reason like WHMAutoPilot).

Do you have a business plan? If not, that's a good place to start. Considering that you're a PHP developer, you can come up with something that would differentiate your company from the thousands of other companies.
I'm guessing you have a budget? If so, what is it? You should factor in your time as well as the software licenses (control panel, etc.) in as well.

Business plan aside, you had better be ready to have a quiet large advertising budget. I think a big part of web hosting, at least when first starting out... seems to be advertising, web site SEO, web site SEO, advertising, advertising,advertising.... Each cost money so be prepared to have a advertising budget if you have any plans of growing quickly instead of just waiting for word of mouth to kick in which can take months.

Actually, advertising is not always the best path. Hosts (and other businesses) can burn through a lot of advertising money quickly without results to show for it if it is not planned carefully.
My recommendation would be to define a market niche and pursue it.

Yes, advertising is a MUST. Just WHT alone, will not do much. Your going to need a large budget, spread out thru many advertising agencies(Clicksor, Google Adsense, etc.).

There are different ways to start a web hosting company and depending on your budget and what you have planned out in your business plan will determine the route you take with your web hosting company.
If you do not have any customers yet...then going with a reseller account then moving up to VPS or dedicated would probably be the cheaper way to start.
Generally with a reseller account, a lot of the reseller providers provide you with additional tools to help you get started included with the account normally at discounted or included in the cost.
If you would rather want more control, then a VPS would be the next step up however does cost more per month. If you would rather concentrate on expanding instead of managing the VPS, look for a managed VPS.

Where will your niche get you without anyone knowing you exist?

It depends on the niche. If the niche is the businesses in your town, you reach them by approaching them directly. If the niche is the members of an association, you hold a seminar for them about web hosting.
True, some markets can only be reached with paid ads. But not all.

He seems to have a niche because he knows PHP. Get a bunch of PHP projects, develop them, then host them. That's a good niche if you ask me!
