Monthly billing - short months?

This is more of just a technical question...
I am using the API + Reference Transactions to bill customers, but am having trouble deciding WHEN.
For example, say I sign up on the 31st of January. When should they be billed in February, since there is no 31st day?
My first plan was to just charge them every 30 days, but it would seem most billing systems do in fact bill on "the same day each month", and I just don't happen to have any bills myself that fall in the "problemetic" days.
So, should I just charge every 30 days or do the same day every month, or something else? If it is going to be the same day every month, I welcome any suggestions on an algorithm to determine who should be charged.

If this is just for you and your business, I would recommend that you give your clients a leeway a couple of days if the sale occurs between 28-31 to the 1st and then use the 1st instead.
That is what I would do, but if this will be a release script, I would advise that even if the purchase happens on Jan 31, you charge the clients on Feb 28, since it is on a monthly basis. You might also want to specify it on the TOS.

What should happen in march?
Should it go back to the 31st, or become the 28th or 1st depending on your "choice" of when to charge?
It will be used just by our company to bill customers on a monthly basis.
