It is an interesting question! If cheap hosting is not reliable for your needs, it will be more expensive to move to a better and more reliable host. A cheap host can ruin a roll out on a new web site if they can't perform what they advertise. There is nothing worse to promise people a new website only to be greeted with it just doesn't work...
It is all relative as far as what the quality/price ratio which will work for your needs.
Maybe if you give as more details about what you are seeking and the hosting requirements you which you are desiring will help everyone give you a more detailed response.
