Im looking for a good task manager that will allow me to "limit" the CPU usage for individual programs. I would like a task manager that allow a program to only use say 50% of the CPU.

Im running Win2000 Pro, and Ive messed with the prioritys. However I have two programs that are equally important and I have tried setting them both to High priority. But they run each other over and take all the CPU at given times.

I may just be missing something in Win 2000, if I am somebody please straighten me out.

If Win 2000 cant do it, Im looking for a good program to handle this. Im looking for low buck here and a free trail would be nice so I can see if it actually works for my application.

Datacenter Server seems to have what you need: http://www.microsoft.com/windows2000/techinfo/administration/management/procontrol.asp, although I'm not sure if there's anything third-party on the market for such fine grained process control like that.
