WTB Reseller for a Free Web Hosting Company

Hi,
A friend of mine wanted to know what reputable company could he go with that would allow him to start a "free web hosting company" and offered a web hosting plan with the following:
80-100GB Disk Space
100GB of Bandwidth
CPanel/WHM
Great Uptime
Don't Overload the Server
Been in business for a while
For $20-$30 per month

I know a few that offer plans in that range myself however, like Hostgator, I don't think they allow free web hosting companies, and we all know why , but I haven't been in the free hosting industry too much so I didn't know who to recommend him to.

Search around in the advertising forums, you'll find some very good offers. May I also suggest going with a VPS? I'm sure if you friend is offering hosting, he knows about hosting and what it's all about I assume?

According to the requirements that is dedicated server, and you need to do search for the dedicated server. But the budget you have is not enough. Try "Find a host" option here and you will get sure that I'm right about budget

Maybe some of the free hosts over at freewebspace.net/forums or freewht.com can point you to a decent place to get hosting from.

The cheapest VPS with cpanel would be around $40/month

P/S: It's hard to find a reseller hosting provider allowing free host. Free host always causes a lot of troubles like spam, shell script, hacking ...
