if i am setting up an account with an ip only (no domain name yet) and the user wants to have 20 different users (so that each can have their own login/files) how can this be done in cpanel?

You _have_ to fill in a domain name when you create a new account in CPanel. So you have to make a dummy domain name and change it when the users knows his/her domain.
