ESTdomains registrar Termination to go ahead after all

The termination of ICANN-accredited registrar EstDomains is to go ahead, effective 24 November 2008.
On 28 October 2008, ICANN sent a notice of termination to EstDomains, Inc. (EstDomains) based on an Estonian Court record reflecting the conviction of EstDomains' then president, Vladimir Tsastsin, of credit card fraud, money laundering and document forgery.

Sorry I do not get your logic, its never good for a registrar to be stripped of their accreditation, as for customers it is better they move themselves to a company they feel warm and fuzzy about rather than having no option but to be pushed into a new registrar that may be more expensive or less helpfull.

Many customers who have recently registered / renewed their domains will not be able to transfer them out for 60 days.

ICANN cannot move or do anything about it. Its just an independent body that all "registries" look up to in times such as these to regulate "registrar's" actions.
The 60 day period lock is something all registrars agreed to. If your registrar really wants, they can let you go the day after you transferred your domain over to them.
Most of the time (99.9999%) when the gaining registrar contacts the losing registrar for transfer approval, if the date the domain was transferred to the losing registrar is less than 60 days then the losing registrar declines the request, else it will accept the request. If you can some how persuade the losing registrar to accept that request (even before 60 days) the transfer will go right through - the gaining registrar will be more than happy to get your business and hence process the transfer

I think you find they can just as they have terminated (24th Nov) the RAA.
ICANN have requested from other registrars a "Request for Informations seeking expressions of interest", ie, asking who would be interested in received a bulk transfer.
