anyone knows where i can get that.......i just want a free or low-cost VISA or mastercard for online transaction

Try your local Bank they have a wide selection of credit/debit cards including Visa Cards :)

I have my debit/check card though Arvest.. Mind you, I'm legal :D

You can get a debit/check card as long as you have a checking account.
Or so I was told by Bank Of America.

Yes, you should be able to. I got a check card when I was 17 but had to have parental permission/signatures in order to get the checking account in the first place.
