Domain bidding against the domain owner

Is it possible that you can be bidding for a domain name and that you are bidding against the domain owner? In this case the price of the domain will just go up and up. And before it becomes too high, the original domain owner stops bidding. And this will result in the higher price of the domain name. Is this illegal?
I know of a bidding operation related to cars and I know the operator is rigging the bidding by hiring people to bid in behalf of him so that the bid price goes higher and higher. And they only stop when they feel they have already maximized the bid price. I was thinking this could also happen in domain auctions, right?

It certainly goes on, and I'm pretty certain it is illegal. It continues to go on though as it is very difficult to police.

Is this happening a lot in the domain auction industry?
Are there steps and measures being taken to address this issue of domain bidding rigging?

I used namejet and won the bid for a $30,000 domain.
Now I'm wondering if it could have been rigged and price driven up by the original owner.
