i know many host use plesk for windows server now,
sometime later,cpanel will release their windows version,
but still bot sure when will cpanel release it,
i want to ask if you are still looking for control panel for windows server,
would you use plesk directly ? or wait for cpanel ?

You could be waiting a very long time if you wait for cpanel "Windows" version.
It has been in development for several years.. and despite what cpanel says, I don't think it will be ready for serious production use even by end of 2009.
You are better to use an established control panel that actually exists today.
We have recently been evaluating Plesk. It's pretty good, but somewhat costly. I also don't like the company behind it. (Parallel's)

i ever try plesk for linux on user's account,
i'm not used to plesk's design.
so,i think if if i wait cpanel windows version will be more better for me.
