Registrant's address:
The registrant is a non-trading individual who has opted to have their address omitted from the WHOIS service.
Occasionally I need to look up UK domains, and even though it's a business domain, the whois states the above. How is it they can decline to list their details even though it's used for a business?
I'm thinking perhaps it means they aren't registered as a business in the UK?

(guess) maybe an individual owns the domain name, while a registered company runs the business. ??

Maybe. Or it's in an individual's name, regardless. Seems similar to CIRA's recent WHOIS privacy changes, then.

If the domain generates revenue - including adverts or Adsense - then it is classified as a business domain. Contact Nominet.org.uk & they will investigate & unhide the WHOIS. I did this to find the identity of someone stealing my content and they unhid the WHOIS within 24 hours.

they cant - just contact nominet and they'll "fix" the whois db for the domain

I had this exact thing with a domain. Drop an email to support@nominet.org.uk they will happily "fix" it for you

The question has mostly been answered, but just to throw some light on the technicalities:
The registration process is, of course, fully automated.
On the registration form the registrant needs to enter a "registrant type" - there is a list of them somewhere on the Nominet web site.
Whether or not someone can opt out of the Whois depends on what they have entered into the "reg-type" field. If it's "IND" (individual living in the UK) or "FIND" (individual living outside the UK) the system will let you opt out of the Whois. If it's anything else it won't.
So - spammers and other undesirable individuals will simply put "IND" or "FIND" in the relevant field and the system will let them opt out... but, as others have said, a quiet word into Nominet's ear will soon fix the problem. Some people may try to opt themselves back in - if that happens you'll just have to have another quiet word with Nominet.
Oh, and if - after having forced the registrant back into the Whois - you find they registered false address details just go back to Nominet and they will pull the plug!
