I was a member of WHT before these rules about posting URLs went into effect, and I'm stuck at 3 posts because apparently replies aren't counted, but could someone please lift the restriction since I've been registered and reading here for 4 years?

Sorry, unfortunately everyone needs to abide to these rules.
Taking a look at your posts, the majority of them seem to be in the Advertising forums. We no longer count posts in there, nor do we count posts in the Social Issues forum. Feel free to reply to threads not in either of those areas. :)

You can post a URL after making 5 counted posts. ;)
You must make five (5) posts before allowed by the system to include an active hyperlinked URL or other vB code features in your posts. If you choose to make meaningless posts to circumvent this restriction, your account will be disabled.

Even I'm a member in WHT since 2003...had too many posts earlier and now it shows just 9... No complaints :)
May be I have missed the emails from WHT to inform the users about the changes in rules.
Anyway I enjoyy WHT :)

I think we started the '5 posts' thing before you joined. But it probably wasn't part of the rules page (http://www.webhostingtalk.com/rules.php) then.
