I have placed a html file in /root/public_html however only the cpanel landing page is displayed when I enter the hostname into a browser, is there something else I need to do?

It is not recommended to host a website whose address is the hostname of a server (e.g. server1.example.com).
To host a website, go into your WHM interface and create an account for a domain you want to host. Then, point that domain's nameservers to your server and upload the website to that cPanel account.

I don't want to host a site, just replace the cpanel landing page with some company art.

Can you please elaborate on your requirements?
If you simply want to post default content to accounts before websites are uploaded to those accounts, you can place those files in your skeleton directory.
If you wanted to modify the page your customers see when they login to the cPanel interface, you can use our branding editor to assist with that.

That's most likely what you're looking for.

It is not recommended to host a website whose address is the hostname of a server (e.g. server1.example.com).
