How do you mean? You should just be able to (or they should) set up domains (as many as you want) on any account (if you have the control to). Can you provide a little more detail?

The configuration of multiple domains is normally handled by domain pointers within WHM.
The main domain being where e-mail is used, and hence where it is controlled by the client.
The pointers are created within WHM by either the reseller (If Enabled), or the system administrator, or the root administrator of the server.
The client effectively is using one CPanel account to manage thier web site for the main domain, and the added domains are pointed to the main domain.

IMO, the best way is to give your client access to their own WHM, where they can create their own domains themselves. Don't even think of using the Cpanel "addon" domain feature as "multiple domain hosting". :rolleyes:

I wonder why the Cpanel "addon" domain feature exists if it can't do multiple domain hosting.. With my Pair.com account, it's very easy to add multiple domains. Maybe this is something Cpanel should improve?
