Couple questions.
Sales Agents, what should these employees be paid and what are the averages?
Support, do you pay per ticket or per answer?
Don't know about paying sales. I do sales all by myself.:) As for support, people usually pay the tech per ticket.

Yeah Im not sure about sales either. Even with a medium sized hosting company your sales requests can be that much that you need a dedicated sales person. Granted, there are definitely companies out there that do need them but few and far between.
Depending on the volume of tickets, support can be cheaper or even more expensive than paying per ticket as apposed to per hour. Just calculate your average tickets per day x $ per ticket rate. If this comes out to more that like $10/hour you should consider paying your tech on a per hour basis. But it all really depends on the style of your service.

There are many support companies that provide you unlimited tickets per server and it works best for a new hosting company

Today customers are so keen that they do not need sweet talking sales agents for convincing them abt u r company..A littlebit or more of technical knowledge can very well impress clients to host sites in your firm..I have see many clients who sometimes seek technical people to assure of the quality of work they give. Being a growing company it always depends on refrence from your exixting clients and updates in general forums...Cheers..Good luck!!
