What means fully burstable on some co-location plans?

it means you can use as much bandwidth as your port allows. it's not capped at a certain transfer speed. so if you need to pump 3 mb/s right now and 5 mb/s in 2 minutes time, considering your port/switch allows it, you can do it. it unlike cable modems where your upload speeds may be capped.

If they give you an allocation of 20gb data transfer per month and they say its fully burstable it means you can use a lot more than (till resources max out), so good point is you can cope with growth and sudden surges, but the bad point is you could end up with a big bill.

Most companies give you a 10 or 100Mbs connection and you can burst as much as you need to the max of your network set-up. When they say 64kbs they mean that you get that much of a burst stream with your package, but anymore will cost. It can get expensive if you have a couple of high bandwidth days but it is great for scalability.
